My 2002 3.0 4x4 Edge has gotten 20 to 21 mpg since I bought it new last March. For the past few weeks I have been keeping about 200 lb. of ballast in the bed to help with traction on snow days. I have also noticed for about that same period of time my fuel mileage has dropped 1 to 2 mpg. Does that sound right? I always buy my gas at the same place.
THe more weight you carry the less mpg you get. I think on the rangers it's for every 150 lbs you lose about 1-1/2 mpg......

Yeah that's about right.
There's more to it than just the extra weight though.
For example the colder air requires more fuel for combustion, the colder air also makes your tires lose 2-5 psi, which causes higher rolling resistance. And you also have to consider how many times have you let your truck "warm up" before you go any where.
It all adds up, and unfortunately not in our favor.
I have a 99 XLT 3.0 4X2 and have always gotten about 21 mpg in my daily driving. The only time I got more was on a long trip when it went up to 23-24. I think with the extra weight of your 4x4 you're ahead of the game, or me anyway.
