PCM pin #38 EOT.....no start

PCM pin #38 EOT.....no start
Dash feed from the Red/Green is 12v and from dash to alt LtGReen/Red is 2.7v.No codes on the Superchips scanner.Busy chasing wires and found with KOEO there is only 1v going from PCM to EOT.IS this correct? Have checked all fuses and Maxi's,theyre good,Alt tested good,batteries good.ipr unplugged.Battery light stays on of course and yet to search a fuseable link,although not sure which one to test first.
