It might be unlikely , but it could be a rather easy fix if all you have to do is take it to the dealer. Otherwise you'll have to start trouble shooting. And on a 93 there is no vac to the cruise. Its all electronic. It can be anything from the unit, to the speed sensor module, to the buttons on the steering wheel.
they do need vacuum and the line they feed on has a coffee can that might be holed (they rust) or the cable in the servo rusts and snaps, or the vss aint vss'ing, or the servo gizmos went bad, or the contacts in the steering wheel (if so equipped) went bad
