It looks like it. The parts book (subject to correction by his greatness) lists tube and bearing ***’y as 7RC 3509 A........... but for remote control gear shift (column shift) as 8C 3509 B. Having said that the main difference in the illustration is the upper pivot pin at the top of the tube for the shift rod, everything is mounted on the outside of the column so it would not be complicated to modify a remote to a floor. I have a complete spare floor shift column with steering shaft and box assm. (but the freight will kill ya!)
I made a new steering tube from a piece of 1.5 stainless exhaust pipe. I went to a local custom exhaust shop and he had some 1.5" stainless pipe .090" thick, I had him expand the one end so the bearing fit and it looks great. You can either polish it or paint it.
