Flasher behind instrument cluster

I have a 69 F-100. I have one flasher that is part of the dash wiring harness, mounts near the steering column, but I have a second flasher mounted on the back of my instrument cluster. It has anorange wire and a light blue wire. Can anybody tell me what this second flasher is for?

One is for turn signals, the other 4 way flash.

Ok, so flashers will not ever work with the gauge panel removed/disconnected?!

Sounds like what you think is a flasher is actually the ICVR Instrument cluster voltage regulator to make sure your gauges/warning lights work
