Try Subwaytruckparts in Sacramento, Ca. They list 4 2000 Excursions on their website

Ford X fuse box

I have a 2000 with similar issue except I caught my problem before irreperable. My ford stealership advised my the same box was used in the 00-01 Taures... matbe Sable too? Just an FYI for future use.

I live in Sac...if you need someone to go over there and ask around, let me know. I have a few interior X parts I need, so it's nothing to check for someone else as well. Not often you find 4 Xs in one yard!

EDIT - The site shows 3 in the yard:
