Looking at a '94 EB to replace our totaled Ranger. It has the Touch Drive 4x4. normal 4x4 mode works, but it will not activate 4 low. The light on the Touch Drive button for 4 low will not light up, and the dash indicator doesn't light either. It does sound like a relay is activating when you push the button (when the truck is stationary and in neutral, already in 4x4 mode), but nothing actually happens. Bad relay/fuse? Or something that is a bigger problem? Anyone seen this issue before?

thats pretty common. did you try being in park when you attempted 4 low?
could be electrical. both the electric Tcase and auto hubs are prone to failure and generally are the first items to get swapped out with manual versions for this reason.
You might get lucky like I did. I bought my 94 from the original owner travelling sales woman. I doubt if she ever used 4L. Not wanting to over heat the shift motor, I just pushed the buttons trying to shift for about a minute several times per day and on the third day it worked. Now I try to remember to shift into 4L monthly if I have not used it. The shift motor hangs up if not used is my theory.
The truck has to be in 4x4 high before engaging low range, then put the gearbox in neutral and hit the Low Range button, that should work. Also remember to go backwards at least 10 feets when you disengage the 4x4. You already said you tried this, but do as b4hntn said, try several days. Does it even sound as if something is trying to work? it might even be a fuse. If anything else fails, i guess you will have to replace the shift motor.
