It sounds like the starter solenoid/relay or the starter is at fault to me. If the solenoid/relay had a burnt spot on its contactor it could have caused the symptoms you described. How old is the starter?
Ok took the batteries out and the starter off and took them to napa and they all tested fine. Put them back on,had a new positive cable made at a local carquest with 3/0 cable the entire length. Still the first few times, it rolls over hard. The oil in the HPOP is within an inch of the top and does not drain down over time and the oil has been changed recently. STUMPED!!
Sounds exactly the same as mine did, when I went to take the starter out to have it tested the battery lead connector on the starter solenoid fell apart inside. I couldn't locate another solenoid, so I replaced the starter with a ford reman. No trouble since.

Replaced the fender side starter solenoid with a napa unit and still the same.
Something strange though yesterday. I just purchased a 20 ft pontoon boat and picked it up yesterday.It was about 30 miles on the expressway hauling it at 70 mph in OD running just shy of 2k rpm, egt around 800-1000, pushing around 6-8 pounds of boost(This is probably the hardest it has been driven since I have owned it).Pulled the boat into the driveway and shut it off to unhook the boat, maybe five minutes ,and then it started up without any hard turn over. It literally turned over three times and fired up. My wife cleaned the boat up and we took it to the lake and every time I started the truck it had the same slow turn over.
Mine has been doing the same thing usually first start or 2 of the day it will turn hard like the batteries are dead I can let off the key and go right back to it and it will spin fine .Batteries are less than 5 months old and alternater is less than a year .My father has a 95 with a 7.3 and when his started doing the same thing he put a starter in it and cured it .I am putting a starter in mine tomorrow I'll let you know how it goes .
I agree, mine did same, I kept thinking it was the batteries, the starter will still turn over, but it lugs, when the solenoid is bad, it draws too much juice, and it sounds like you have bad batteries, I'd seriously consider taking it to a reliable place to test, and or replace it, it cured my problem.
Yep I am going with you guys on the starter.Monday of this week my wife went out to move the truck and it sounded like the batteries were dead. When I woke the next morning I tested the batteries individually and had 12.56 volts and still the same thing, wouldn't even roll over!!! SOOOOOO!!!
Independently they are both around 12.5v. While cranking they are lower than 10v,not for sure how low I can't remember now.
Well, if that is the case then it's your batteries. These trucks need at least 10.5 volts in order to fire the injectors. I know you said that you took them out and had them tested but the fact that they are below 10 volts tells me you should start with replacing batteries.
