Corrosion on the multifunction switch internal contacts are known to cause problems & some folks have had luck taking it apart & cleaning the contacts with a good plastic safe electrical spray cleaner like CRC QD & relubing the contacts. Others have just replaced the switch. My 99 had a recall to replace it.
Any other problems wjth things that the GEM module controls???? If so, put it on your suspect list.
Some thoughts for consideration. Let us know what you find.

hey guys, just getting back to this issue. pulled the control apart & cleaned with cramolin gold. still does the same thing. works on high & low, but runs as low in any delay position & will not turn off/park. i have to let it go to ;park position & turn off the ignition real quick to stop them. would it be the gem? or just a new switch? the thing probably does get worn eventually. TIA
Had to replace the run/park relay and the hi/lo relay on my 97 for that condition - they were in the pwoer distribution panel on the driver's side under the hood.

This is good info, as if the Hi/Lo or Run/Park relay's contacts stick, the wiper motor would want to continue to run.
Those pesky power relays are known troublesome parts.
So maybe one at a time, give those relays a thump & see if things settle down. Or maybe swap them out, one at a time, for a known good like relay & see what happens.
