I think what Ultra is trying to say is that the sleeve has a clamp bolted around it on both ends. Without the clamps being tight the sleeve would not hold the tie rod in. A new sleeve should come with new clamps and bolts. You will need to take the truck into an alignment shop to get it adjusted unless you understand suspension geometry and have some tools etc.
It would save you some $$ to replace the parts yourself. To temporarily get the toe in the ballpark spin the tires and put a mark all the way around them. Adjust the tie rod end until the front of the tires are about 1/8" closer together than at the back of the tire if you can visualize this process... Tighten the clamps and get it to a shop.
