my wife's 03 F-250 has a CEL that comes on sporadically. i hooked my OBD to see what the code was, and it says "glow plug #2 circuit open". it is a California truck, and from my understanding in my Haynes Manual, each glow plug has it's own seperate module vice one relay for all 8 plugs like Federal standards are.
from my experience dealing with electrical circuitry, and "open" would normally be a switch or relay that is stuck, especially since the CEL comes on and off, so i know there isn't a "hard-wire open".
Assuming it's a 6.0L, disconnect the glow plug buss bar on the driver side bank of cylinders, and ohm test each wire (glow plug buss bar end) to battery ground. You should be getting 0.5 to 2.0 ohms on each circuit. If you get any higher than 2.0 ohms, the problem is either the buss bar or the glow plug on the cylinder in question. If all four check out good, ohm test each of the four glow plug circuits between the connector to the glow plug buss bar (wiring harness end) and the black connector on the GPCM (green connector is for cylinders 1, 3, 5 and 7). All four should indicate less than 5.0 ohms. If this checks out good, replace the GPCM.
