Wipers won't work!

Wipers won't work!
This morning on the way to the dentist i turned on my wipers and they cycled about 3 times before stopping. the wipers did return to the off position however when you turn the **** on the blinker handle they do not come back on. i have checked the fuses both in the cab and under the hood. i am not sure how to check the relays. any tips as to what it may be would be great so i dont go buy a bunch of parts i dont need.
