Title help
I saw your post and I wanted to respond although I don't have all the answers. First problem is that I live in Calif not New Jersery and of course all these DMV things vary from state to state.
But I can give a suggestion in general, but I'm hoping someone from NewJersey will come on with specifics. But here in Calif there are various ways, and what I've found works best for me--the last time I went through this very same thing. In fact in my case I bought an inexpensive hulk and the previous owner had bought it 25ys ago haha. That's right two bills of sale and clear across the united states--my truck was from Georgia.
It all seemed impossbile until I learned of a person who worked at a new car/used car dealership and was licensed by the state-to work as something called a "title facilitator". Or similar. They came out to the house--looked at my bill of sale--heard my story--looked at the VIN #'s etc and knew which forms to complete etc.
I paid them $60 for the service and took all the papers to the DMV and got a title here in Calif.
Also once I had a different truck and had "a title" but it had not been registered or title transfered by a number of owners who kept selling or giving the truck away, etc No one ever got started on it. It didn't run etc. Another hulk. But because I did have some sort of title--although we couldn't find the VIN numbers on the truck that matched the title??
I took it to DMV/ for an inspection on a trailer/and they made an appointment for me with the State Police=CalifHighwayPatrol CHP.
They have special policeman that just deal with big truck inspections etc and some times they do this title search/investigation stuff. I left it with the CHP for a day and the policeman afixed a new VIN number to the frame and the door post and i was eventually issued a title. It took a bit but they were prepared to get it done. I just had to follow instructions.
Now that's my story here. And this might not be available where you live, but something like this usually works. Sometimes an off duty police officer--if they're a neighbor or friend can do pretty much the same thing.
I don't know all the forms etc, but it can be done.
Unless you get some specifics here at FTE from someone from NewJersy --and I hope you do-read what I did and at least begin with these things and do what seems best in your circumstance. Usually it can be done. But you just have to knock on doors and wander around a bit and finally it will happen.
Goodluck
