No. The sand will have etched the area enough for body filler to stick.
Make sur when you are sandblasting you don't go over 60psi and keep the nozzle at a 45* to the panel being blasted, otherwise you risk warping the panel

How do I know if i need to put filler on the blasted spot. Besides obvious pitting or holes. I have alot of surface rust that is really light in some places.

I'd use some rust-mor and the areas that may have had rust after you're done blasting incase you don't get it 100%. Any auto paint shop should have it or a similar product.

If it is pitted ,it will need something to fill the pits, if filler prime will not fill em then you will need to use a filler of some varity
if you have a lot of rust pits you might wanna try several thick coats of a filler/primer. it will really cut down on the amount of filler you need to apply. You will need to long board sand the truck... I'd get a jitterbug.
