Check the operation of the shift motor. It very well may have stuck. It is located on the drivers side of the t-case.
BTW, the '99 Expedition does not have All Wheel Drive (awd). It has a part time transfer case that is automatically shifted to 4wd HI when a difference in speed front to back is detected by speed sensors. AWD generally denotes a center differential and a car based platform with no low range gearset. The similarly correct term for a truck based platform, center differential and low range would be Full Time 4WD.

That's true, it has A4WD (Automatic 4 Wheel Drive.) With AWD there is always power going to each and every wheel. With A4WD there is power going to only the rear wheels until they slip, then power is also sent to the front wheels (automatically) for added traction.
