Sounds alot like mine. Code 63 on my truck is TPS circuit below minimum 0.6 volts. Code 18 is also flashing which is IDM circuit failure or SPOUT circuit is grounded.

What I was told was that I have a voltage issue somewhere and it is affecting my timing, fuel pump, and guages. I wish I knew where to start on this one.

The 122 would be a bad Throttle Position Sensor (TPS) or plugs and wiring to it from the computer. Time for the old analog VOM to test it.

The 212 would be an open resister or wiring from the coil to the computer on 1993 and older trucks.
Also may the SPOUT was grounded but I do not think the engine would run if it was. But you could check by putting a timing light on #1 plug wire and unplugging the SPOUT Jumper (shorting bar) and plugging it back in and see if the timing mark moves. If it moves the SPOUT wire is OK.
On 1994-1997 trucks with OBD I it would be someone put the wrong color ICM in. Should be black and not gray.

Could be the plug at the TPS or the wiring.
