Ignition troubles

--Rig won't fire up on first crank if it sits more than a few hours. Takes somewhere between 2-7 attempts before it ignites properly.
**Replaced fuel filter, fuel pressure regulator, cleaned injectors, new vacuum lines, wires, rotor+cap, spark plugs. Relay works, etc.
++The rear tank is not functioning. I have heard that there can be an issue with the transfer valve that may be a problem. My two thoughts are that I have a weak/bad in-tank fuel pump on the working tank or that I have to delete the rear tank and plug the lines.
Anybody got an idea? Something i'm not thinking of?
I don't believe it to be the ignition timing --too retarded or forward but i could be incorrect...no way to see the darn notches so no use in using the light on these...
