1999 Ford Van gas gauge Problem

Newbie here. I have a 1999 Ford E-150 van with a 4.2 6cyl. I recently broke down due to no gas in the tank but my gauge read just over 1/4 of a tank. Thinking it was the fuel pump. I dropped the tank and I changed the fuel pump and well as the sender while I had it out. I put everything back in and put about half a tank of gas and now the gauge still reads a 1/4 tank more than whats inside. Any ideas? I really do not want to drop the tank again. I figured that since I changed the sender, the reading would be on the money. Thanks.

Something I learned along time ago was to cut an "access panel" in the floor above the fuel pump.I have had to replace 3 fuel pumps over the years...in different vans,It never happens when you expect it!!It makes replacing the pumps "a walk in the park"Why Ford never put that in is beyond me.Now I cut in a "panel" as a matter of course whenever i get a new van,The last one to go out was in west Virginia and I was lucky enough to have an auto parts store accross the street!Trying to drain a full gas tank to be able to change the pump is no fun job.

I did that in my old van I cut out a hole because it was a huge 350 and it was winter. However back to my problem. That new sender (motorcraft) does not seem to be working at all, It actually sometimes goes up a little when I am driving. stays around 3/4 area. any other suggestions? Prob gonna drop it again, or better yet, just cut that hole.

Update I cut that hole, was not going to drop that tank again. I tested the sender with a ohm meter and it was reading ok, I also tested the old sender to be sure-not working,,,,,anyway. I put everything back in. looks like it started reading ok, I shut the van off-and when I turned it back on the gauge now stays past E or around 1/4. it seems the gauge is not working any suggestions, let me know.
