JUST FINISHED RECHECKING THE TIMING,THE TIMING MARK ON THE CRANKSHAFT PULLEYS TIMING MARK IS LINING UP WITH THE POINTER ON THE TIMING COVER THE WAY ITS SUPPOSED TO,AND THE ROTOR IS POINTING TO THE #1 PLUG.

Possibly the cam position sensor or the distributor is bad. Read where someone had same trouble on a similar year Civic and it turned out to be the distributor. Here is the link if you want to read it:

It's gotta be the timing, quit beating your head against the wall and call in a professional Honda mechanic.

Lets think about this some more.

He says it has compresion, spark & fuel pressure, BUT are the fuel injectors firing?????

Listen to them with a stethoscope when cranking the engine, to determine if they're clicking!!!!

If not, then determine if they have B+ to the injectors at KOER, if so, then suspect the ECM, if not, then back up to the injectors B+ source. If it has a relay, or fuse to the relay suspect that.

Or install noid lights in the injectors harness & see if they blink. If they do, then the fuel injectors aren't the problem.

More thoughts for pondering.

pawpaw great thoughts......what does the B+ mean again?..........in an earlier post he said he put starter fluid in the TB and nothing changed. Wouldn't that indicate that it is a spark, timing or fuel injector timing issue..........my 2 cents

B+ = Battery + 12 volts to the injectors harness. The ECM drivers likely ground the injectors like the Ranger system does.

So if B+ isn't at the injector harness at KOER, or if the ECM isn't grounding the injectors, they won't squirt.

Seems to me like the Ranger, it could use the cam, or crank sensor to fire the injectors & spark plugs, in the limp home mode, if it lost one of them & it's not likely that both cam & crank sensors would go at the same time.

It seems to me if the timing belt were broken, he shouldn't have compression.

So if he really has compression, fuel pressure & spark, the danged thing should try to run you'd think, so I too thought about that on the negative starter fluid try.
Maybe it just didn't get enough starter fluid where it needed to go????

Anyway he needs to confirm that the fuel injectors Are firing!!!!

I CHECKED THE FUEL INJECTORS,THEY ARE WORKING,THANKS FOR THE IDEA.I ALSO TRIED THE STARTING FLUID AGAIN BUT NO SUCCESS.WAS JUST TRYING TO SAVE MY SON AND DAUGHTER INLAW SOME MONEY,HE MAY HAVE TO TAKE IT SOMEWHERE. 03 MAZ B23 PUT UP A POST EARLIER WITH A LINK TO SOMEONE WHO HAD SOMEWHAT THE SAME PROBLEM AND HE HAD TO REPLACE THE DISTRIBUTOR.

you said you replaced the Ignition control module. Was this replaced since the problem started. did you replace it? was the old one tested? I think you need to elaborate on what has been done to the car. you only mentioned that the icm was replaced after I suggested to check it.......

THE ICM WAS THE FIRST THING REPLACED,THAT SUGGESTION CAME FROM AUTO PARTS STORE.

Well something doesn't sound right here.

IF you have compression, spark, fuel pressure & the injectors are working, or you spray starter fluid in it while cranking, it should try to run!!!

With it having fuel pressure & the injectors working, but not starting, you should be having a Strong smell of gas, from the unburned fuel being sprayed into the engine by the fuel injectors!!!!!

SO, whatcha smell?????

Do this again and take the valve cover off and check the valves are closed completely, i.e., the camshaft lobes are at the smallest diameter over the valves on the #1 cylinder.

THANKS FOR ALL THE HELP,THANKS 03 Maz B23 FOR THE LINK.IT WAS THE DISTRIBUTOR,STUCK IN A NEW ONE AND THE CAR FIRED RIGHT UP.FUNNY THING WAS THE OLD ICM AND COIL TESTED GOOD,THANKS AGAIN!!!!!!!!!!!
