I am running out of ideas. if it is starting on starter fluid....... I am wth g-k50 on making sure the gas is good. I also am think that maybe you have a volume issue( I dont ever remeber reading about anyone having this issue before). your pressure tests are fine
this is my out of the box thinking. check to see if the pump or the pcm is shutting off when you put the hey in the starter position. Do you have any kind of "pats" system ie. antitheft. I would think that even if the pump was shutting off the engine would still have some fuel pressure to at least get it going for a second. so I am thinking the power for the pcm is cutting out. how about a funky ignition switch?.........ARE YOU SURE THE GAS IS GOOD?
The gas is only a few weeks old, and the tank was clean, I switched the tanks myself. I'm actually wondering about the PCM myself...... Now that you mention it tho..... The ignition switch has been "Jury Rigged" by the previous owner. You have to turn the key to the run position, and push a "Start" button he added. I may try jump the solynoid with the key in the run position. Still kind of leanning to the PCM tho....... Tim (my son) and I really do appreciate all the ideas :)

Now on my Bronco, the pcm turns off the pump after the key is turned to the run position if the engine is not running. The pump runs up the pressure when the key is turned to run then the pcm turns it off if the engine is not running.

This might be happening in your Ranger.
but why does it start when he is using starter fluid. both times he puts the key in run position. if he pushes the button the truck will start if he removes the air intake and sprays starter flud but if he doesn't spray the fluid it does not start. meanwhile he has good fuel pressure.
It will start on starting fluid, but doesn't continue to run. Runs till the starting fluid is burned off.
I hate to quit but I cant think of anything else, other than the bad gas idea. or the super low volume idea, but even if the volume was low you would think it would give a sputter. it sounds from what you are saying is that it seems like the spark is knocked out. please let us know what happens..........
