That method would work, I wish Pa would ease up and make emissions testing not go back so many years.

Take it to a shop with a exhaust gas analyzer. They'll stick the sniffer up your tail pipe (yeah, I said it) and tune it to pass.

Does it pass the idle portion of the test? If it does then your idle metering is fine. Focus on the secondaries and secondary metering.

What carburetor do you have?
