When I first start my truck, I have to wait a min or 2 to roll my windows up or down. I also noticed that my truck has to run a good 5 or 6 minutes before my fan blower starts blowing. Kind of weird to not come on as soon as I start, or turn the key. It is like I have to wait for battery to be fully charged and these items come on. It is like there is no power there until full battery or something. I turn AC switch and can hear compressor kick on, it is just no fan blower... Really weird.
What causes this? Is this normal for these trucks? If not, what can I look at to fix this? Does it sound like relays? Something else?

Also, I have a 1999 F250 with the V10 motor. It is 4 wheel drive and I just bought it a couple weeks ago. It is my first truck in a long time. My last was a 72 Ford Courier in school back in 93/94... Again, thanks for the help!
Problem is likely to be water has gotten on the gem which is connected to the back of the fuse box. To check take off the cover under the steering column and see if there are any signs of dampness. There is a TSB I believe were the windshield seal leaked, getting the gem wet, which caused issues like this. If it looks like it is wet or has been wet it's not too bad a job to pull the fuse box and gem, maybe be you can clean it and dry it out.
I'm sure there are other causes of this but I know many people have had this issue.
