I want to check my baseline timing adjustment. I have a 85 150 4x4 with a 4.9L engine ( carb), TFI-IV ignition system with a "e" core coil. I know I need to disconect the Sprout conector. I have a old timing set with a tachometer that had spring clips on it. Can I use this tachometer and if so where do I place the clips to get a reading? My Haynes repair manual does not show where to place them. Last time I used it was on my 56 Willeys Jeep, 20 years ago.

No, a tach is not used for timing an electronic ignition, other than to make sure it's at idle. You need a light, and Sears sells a decent inductive one for about $20.
There's probably not a SPOUT (SPark OUT) connector on an '85 w/carb, but check the emissions sticker on the core support (the one with the vacuum map) for the correct tune-up procedure. Follow it exactly.
I bought a new timing light ( my old one was crap) and as I suspected my timing was off some, but not much. I did have a sprout. I can notice the improvment.
