Just put a motor in and cant get it to start. It will start on starting fluid or gas in the intake. checked timing and tfi. I have fuel to rail. 40 psi. I have spark to plugs. The wires to the injectors have power both wires. Any suggestions? Do I have a bad regulator not letting the fuel to the injectors?

The regulator is after the injectors so to speak, it maintains the fuel pressure on the fuel rail. It is like a safety valve the lifts off its seat and lets the fuel back to the fuel tank that it came from. The spring in is set to 45 PSI but has a vacuum diaphragm that will offset the spring tension and let the pressure go lower the more vacuum that is put on it.
You need to check your injectors with a noid light to see if they are being grounded.
You would unplug an injector and plug the noid light into the wiring harness plug and crank the engine. It should flash as the engine is being cranked. The computer is what grounds the injectors.
