I have a 99 Expy EB with what I believe to be a horn button problem. The horn only works if you hit the little horn logo on the steering wheel-anywhere else it won't work. The operative spot is only the size of a 50 cent piece or so-one on either side. I believe there must be a problem, but want to hear from folks that have had one for a while.
I have an '03, but I believe the wheel's the same as yours.
There are two primary approaches to horns on vehicles with airbags.
My (non-Ford) car has the airbag bolted to a spring-loaded mechanism/horn contact mount behind the bag. This approach lets you press anywhere on the air bag to cause the whole bag to move and sound the horn.
The other approach is to place contacts for the horn directly under the outer skin of the airbag assembly. With this type of bag, you have to press on the bag face directly on (or at least near) the horn contacts under the bag skin to get the horn to activate. That's what's in my '03. Certainly not as convenient/fast when you want to blow the horn NOW, but an "acceptable" design from DOT's point of view.
My 1999 F250 SD has the same useless horn button.
The sweet spot is dime sized and below the horn icon.
Try to find it in a hurry. I havn't found that first one that works if you push with the palm of your hand. Finger poke yes.
Ford has no fix and Ford Customer Service says if the horn blows there is no problem. I filled a complaint with NHTSA and would recommend that all who have this problem do the same.
The contact is part of the airbag assembly $$$$
I drilled the wheel spokes and added 2 push switches from Radio Shack and wired them to the horn connection under the air bag. They are where your thumbs comfortably reach.
All the wires are hidden and now I have a piece of saftey equpment that is more important than a airbag.

I was noticing this very thing yesterday on our 99 Expy. I was thinking of applying something to the sweet spot areas so that you could find them by touch.....but at the same time I wouldn't want it to ruin the appearance.
