What determines a Camper Package?

Is it the presence of the upper overload spring pictured here?

Yes, its the overloads and a rear sway bar. IDK if this is applicable to F250, I think only F350 and up.

Since I don't see a sway bar on my 01 F250, is it possible these overload springs were part of some kind of HD rear suspension package?

The older trucks with camper packages had beefed up radiators and transmission coolers.
