Turbo whine normal?

Good Morning
I am back to pick all the fantastic brains on this site. You guys are the biggest help there is available.
I have a 2001 7.3 dually 4X4 crew cab Centurian Package. It has the DP Tuner, 4 stage. It was geared verrrry low so instead of changing both front and rear end I installed a Gear Vendor and it is great. Also put on a 4" turbo back exhaust system. I have pillar gauges, 3 gauges. Have a modified air filter.
OK now to my question when I ask the truck to work I hear a whine at about 15+ psi on the turbo boost. I am not a hot rodder but do tow rv's in the mountains in the Pacific Northwest. I can hear the turbo in normal situations winding down but am worried about the whine when I ask it to work. It is a WAG that it is the turbo but I could not think of anything else. It has NO smoke or blow by of any type. Has almost 90K miles on the odo.
I do not particularly like this specific truck=I am a Ford person but just not this truck but since trucks are not worth much with the price of diesel so high I am stuck with it so had better keep it running or I am walking.
Should I be worrying about the turbo?
Thanks again for all the brain power here. You guys are much appreciated
Thanks
Pam

Good morning Pam.
The sound that you are describing, does it sound similar to a police or fire truck siren?
If so, then you have a chipped intake or exhaust wheel, most likely the intake.
If it's more of a whistling noise, much higher pitched than a siren, that is normal.

Thanks

Thanks Kikkordead. You have answered my many questions in the past. I will take the truck out today and see if I can hear the difference

What Dan said. You can also pull the intake off the turbo to do a visual inspection for chips. Should be nice, sharp edges like this:

That is mine without the intake housing on it, but that's what the wheel looks like. That is the stock wheel -- Wicked Wheel (if you have one) will look different with 10 vanes instead of 9, alternating one large, one small...
