Gasket Seal

I'm replacing the valve cover gasket and need to know if the RTV sealant goes between the gasket and head or does it go between the gasket and valve cover?

From: In my own world

I use weatherstriping cement to hold it to the valve cover, and nothing to the head. put a little blue loctight on the clean bolts, and it will seal, and stay tight. I use a cork gasket.
