Merc heads will drop the compression ratio significantly and do not flow any better. Merc's had roughly the same CR with bigger piston displacement, this was accomplished with a bigger combustion chamber. Put them on a Ford 239 = instant loss of power.
Actually, one of the better things you can do for an F-1 with a flatty is to put in a T-5, so you can keep it in its sweet spot.
