I have heard before that they are only sold as sets. You can't buy the step bar alone, and you can't buy the hangers alone. I could be wrong, and if anyone can get them for you, it would be FTE Parts Guy Ed.
Those brackets are just press brake formed steel. No reason that I can think of why they would not be weldable. Hell, you could make one from sheet steel easily enough.
