I know a fast binker usually means a burnt out bulb. On my truck if I put on my right blinker I get the fast blink yet if I put my hazards on all lights blink normal. am I missing something? Could it be the relay? If so how do you get at it. or could it be the turn signal lever?
So Im 90% sure its the turn signal multi function switch. After going through it some more and ripping my dash apart. I noticed that when if I slowly turn the right blinker on it works correctly. Not till its fully engaged in the right turn position would it blink fast. After playing with the switch a bit I actually got it to work normally most of the time. I called auto zone about a new switch and they told me $174 bucks so I told them to get bent. I cant even imagine what ford charges. Anyways I found a slew of them online for about $70 bucks so Ill got that route.

A big X2 on the original poster problem, this has been my problem the last two years on our 97 Expy and was told they'll pass the inspection this year but next year it won't, so I need to get another turn signal assembly, 70.00 is about right.
