CA has added a visual component and exhaust smoke test for 98 and newer diesels... any visable aftermarket underhood or exhaust parts and programmers will need a CARB EO number or you will not get an em.issions certificate and not be able to register it..
They cannot force you to add anything that was not originally on the vehicle however as F"ed up as CA DMV and CARB are you will probably end up having to go to a smog referee to get the ok for out of state vehicle ....
I would rather have the smog police than the states that have the stupid yearly vehicle inspections.... Those are total scams....
To a point they are scams - most inspectors really don't look at the vehicle close enough. Somehow we still have some real POSs on the road which should be removed if they really want to be serious about the inspections. Doesn't CA have the annual safety inspection requirement? Or is it just smog?

From the way I'm reading the new laws, I don't think an exhaust will be a problem on a 00-02 that never had a cat. I have a 4" turbo back on mine, and a Ford AIS intake (and a chip, but I'll remove that before the inspection). I have my annual renewal in August, and I understand I'll be smogged this year. I can't remember where I found it, or find it again, but I saw a document that said that exhaust system was fine if the original system did not have a cat.
Hope that's true, I don't want to have to buy a stock exhaust.
Anyone in CA been through a smog yet?
Does the Ford AIS intake have CARB cert? Or does it look stock enough that they won't notice anyway?
