I was trying to start my freshly rebuilt 390 in my 70' when after it made an effort at running on its own the starter cant turn over the motor and it makes a grinding noise (Note: I had circulated the oil with a old distributor shaft for 5-6 minutes)

I would remove the starter and see if it is just a starter problem. You can get it checked at an Auto Parts Store...or hook it direct to the battery with jumper cables and see if it spins freely.
You can also try and turn the engine over with a breaker bar on the crank pulley.
I hope it is just a bad starter....and not a prob with the new engine
If it is a re-built starter, it is probably bad. I once got one that would not turn over the engine. I took it off and it turned over fine with no load. Got another one and it worked. Re-built starters have a very high bad out of the box failure rate.

I pulled the starter out this morning and hooked it up to a battery charger and put the charger on boost and the gear came out but would not spin.
