take off the panel, then check to see if the rod going from the locking mechanism is attached. these parts are plastic and sometimes ware out or break. if it is brocken, you may find a similar part at Autozone for pennies.
The electrical lock actuators go out on these quite often. I had to pull my rear window lock actuator out and repair it a couple weeks ago. Wasn't hard to do at all. Do a search on here, your not the first to have this problem...

Its a 2000, problem is I cant figure out how to get the window open to really work at replacing them, weird part is it common for both to go out at same time? You would think one would be working?
I have an appointment at dealer to do some recall work this Friday and was going to have them look at it. Are the actuators expensive?

Yep, thru the dealer they are not cheap. There is a fix on here, in the techy folder for a fix.
You will have to climb in to the back thru the other doors to get the back panel off to be able to see the actuators and rods that work the lock. Screw driver for the handle screws and then the panel is just held on with clips, and in the closed position should pull up. You might even get things working by spraying the lock mechanism with wd-40 or similar product.
I was able to pop the door open with much work and four letter words. It was getting to late and dark to really look at the connectors, but do they work the same way as the doors on the 00' you have to rotate the connector to remove it?

i worked on mine last week..... i should have taken pics, but didn't think to grab the camera.
when you remove the panel, there should be a connector attached to the actuator that protrudes threw the frame of the hatch...... mine was a clip connector (2002 model), mine only had one electrical connector. unplug the connector (lift the clip "tab" and gently pull). then you "might" be able to remove the actuator with a long thin screw driver. the actuator is held on by 2 rails and a clip. fortunately it worked for me to do it that way....
after you remove the actuator, manually move the locking mechinism to see if it moves freely! you may also do this with the key. put the key in manual lock and try and lock it that way. IF the key fully locks the mechinism smoothly, spray you a touch of lubricating oil (WD-40, Kroil, JB-80 ect), work the manual lock a couple times, and then start a rebuild on the actuator. if it does NOT lock with the key, then you'll need to do some prying..... mine was REAL stiff, and i had to use a screw diver to push the mechinism into lock, and unlock...... i did this for a few min, sprayed penetrating oil on it each time, then when it moved free, i sprayed degreaser on the mechinism AND the surrounding area to clean up the over spray, let it all dry, and sprayed a light mist of wd-40, worked the lock, and it was good to go.

I have been through 3 units over the past 10 years and this last one has been out for about a year now. I can unlock it with the key but need to lock it by pushing the rod to lock and then closing the door.
I was just thinking the other day as I was locking it from the inside that I need to come up with a better way. These plastic actuators just aren't cutting it.
The scary part is how many X owners don't even know their back doors don't lock anymore.

so is your hatch staying LOCKED, or will your key just not UNLOCK it once you lock it with the key??
sounds like your mechanism is froze or the rod is not making contact at the right point to unlock it.
is your lock mechanism moving free?? when i was working on mine, i opened to 2 barn doors all the way and closed the hatch and sat on the inside of the cargo area. that way you can put the key in the manual lock, watch the rod move, and watch the mechanism move, and try the hatch handle as well.
trust me this can be a PITA but you can free it up.
