I was able to access mine without removing the wheel well. It was admittedly the harder of the 2 to get to, but if you search around from under the truck with a flash light you should be able to locate it right under the starter as the picture indicates. Once I found it the first time with the light its fairly easy to find just by feel.
Given that it is located right above the starter power supply connection, you might want to consider disconnecting the positive battery cable from both batteries before wrnching on it... I got to see my 17yo son jump and screech wildly when he was removing mine and made contact on the starter's hot connection with his wrench. Didn't hurt him at all, but his scare was rather humerous to watch. Interestingly, I didn't have that problem myself when I was removing/reinstalling that same plug during one of the block drain events while flushing and switching coolants. I guess it all depends on how you orient yourself and your wrench while working with it.
You remove passenger's side block plug with 1/4" socket wrench driver.
In order to reach it, use an extension on the wrench, working from under the truck, reach up and over the top rear-side of starter. There is no need to remove the starter.

Peer between the block and the starter. You'll see it up there, almost in line with the top of the starter. A flashlight might help a little, if it's too dark.
