If I'm reading this right the answer is yes, both the alternator and power steering can be made to work on a v-belt. But why? If you're friend has an 89 its got a serpentine. I would change the water pump and use the serpentine brackets and pulleys.

The reson why is because the 91 motor has around a 1000 miles on it
All new gaskets from pan to top,and ya can't just change the water pump you have to do the timing cover too,and the gasket kit they sell sucks(always leacks where pan and cover meet)
