'03 F250. Horn won't stop blowing. Pull fuse, still goes off constantly. I can hit the horn button on the wheel and hear the relay click, no change in voltage it keeps blowing.
This is a symptom of a leaking windshield and corroded fuse panel. If this is the case, the leak is about impossible to find. The best you'll do is find evidence such as rust around the parking brake mechanism, wet carpet, water drop residue on wire harnesses. Has it been wet or raining where you are?
Some may tell you that it's the GEM, could be, but I doubt it.

Thanks for the reply. I already have the fuse panel pulled in an attempt to locate the horn relay. I'm guessing it's built into the fuse panel?
If I had a wiring diagram and knew which connectors were for the switch I could test them and find the short. I have no problem wiring in another relay if that is the case.
I'm just confused because I can hear the relay click when I push the horn button, but it seems to always send 12 volts to the horn, even if the fuse is pulled.
I don't have a diagram. The horn relay is definately not in the fuse panel, althought may be contained within the GEM mounted to it (I high doubt it though).
When my truck did this, the horn stopped blowing when I opened the door, further confusing the issue. That indicated to me that the circuit went through the GEM somehow. The GEM is mounted to the front side of the fuse panel, and comes off easily if you didn't do it already. That however probably won't help you much...
Replacing/drying out the fuse panel made all issues go away.
