As the TSB states, 2-3 seconds isn't terrible. If you are determined to improve it, check FICM voltage (as previously suggested). Then, the 5W40 oil (yes even though you just changed the oil, 5W40 really does help) and the update to the most recent heat flash would be next. This assumes that you do not have a weak NEW battery. 15W40 WILL put more load on a cold startup. Again - as previously stated, new batteries aren't always perfect.
