I have had my EBPV unplugged for a while, but just recently i have noticed my fuel mileage going down. I do not have leaky up pipes. My question is that even if the EBPV is unplugged and the tube is clogged up can that still hurt my fuel economy?
Mileage is probably attributed more to the winter blend fuel and cold weather more than anything else. Expect to lose mileage during winter months.
On my truck I pulled out the sensor from the tube and plugged the tube up. The sensor is still attached to the wiring harness so it doesn't trip a code. Mileage didn't change at all from doing that. Been that way for several years now.

So you are reading atmospheric pressure off the sensor? I wonder if this would cause the pcm to default to 43.5 PSI? I just have mine unplugged.
