are the children being taken care of now? for a while I lived in South Phoenix, you could buy food stamps in front of the IGA for way below face value, so no the kids are not getting what they are supposed to when the parents sell the food stamps to buy booze.
The state of New Hampshire used to require able bodied public aid recipients to work for their stipend. They mostly did clean up work in towns...snow removel...etc. Nothing wrong with making them work for their $$$$.
Unfortunately...a fair number of children don't seem to be receiving the benefits they should. It's not easy to legislate good parenting skills.

That's a good reason to make the entire system electronic via a state issued debit card system.
