Adjust the idle speed after you get the new idle mixtures in, otherwise you're going to do that twice.
Indeed, you have a major vac leak.
How to Use and Interpret a Vacuum Gauge This should help you interpret vacuum readings.

Thanks. Is it typical to have less vacuum on a cold engine?

Vacuum should be consistent regardless of engine temperature, but it's usually better to diagnose a warm engine.
