Please forgive the lack of pics,and newbie question. The black box looking thing on the passenger side fender well with the vaccum lines,does it have any thing to do with starting.The reason I ask if I go out in the morning(20degrees) i can hear it rattling around for a minute, if I wait for it to stop truck starts fine, if I only wait for the wts only turns over. Is it just a coincidence that because I am giving the glow plugs more time.
The big black thing on the passenger side is probably the vacuum pump humming (sounds like it's vibrating or rattling). The glow plugs stay on a whole lot longer than the WTS light (up to 2 minutes), so I'd say leaving the glow plugs on longer is what is aiding in your starts.
There's a good chance you've got a couple of bad glow plugs if you're needing to leave the key on longer. Do you know how to check them with an ohm meter?
Yes, it's completely normal. Lots of stuff run off of vacuum pressure, so depending on how long you go between starts, expect to hear it when the key is turned on. Among other things, it controls the vents for the ac/heater and any electronic shift on the fly.
For your glow plugs, locate the flat 9 pin connector on the inboard side of each valve cover. Unplug it and test the pins inside the valve cover connector with your ohm meter. Check the forward 2 pins, and the rear two pins against a battery ground. A reading of less than 2 ohms indicates a good glow plug.

Superduties have an electric vacuum pump. Yours has the mechanical one. Right?. I guess the E-450 would have the electric one, though.

Is there a way that these pumps are supplied with lubricant, like the turbo has an oil supply from the oil pump?
Every mechanical vacuum pump that I have ever seen on the german cars that I work on has such an oil supply.
What I am getting at is; there has to be a reason that you are seeing such a high failure rate and it isn't the pump's fault.
