I'm not sure if 250's are wired or not, but from what I understand if they had the factory towing package it did..
There should be a plug under the dash around the accelerator pedal that the harness that came with the factory wired trucks (in glove box from factory), or one you should be able to get at a farm store, or trailer sales would plug into.
I know my 97 OBS had the factory wiring for brakes and 12+ volt power to charge a trailer battery (as in camper).

The trucks will have the plug under the center of the dash if the truck has the factory towing package or not. They all have the plug but if the truck does not have the factory towing package the blue wire from the plug ends on the cab side of the fire wall.
A truck with factory towing package will have two more relays mounted beside the engine compartment fuse/relay box.
So to answers your question some do and some do not depending on how they were ordered.
