I have a 2004 F-250 Crew Cab Short bed with the 6.0. According to Ford the Gear ratio is 3.73.
Changed the oil and filters, air filter, both fuel filter and the CAC hoses (blue ones)
Also did all the brakes this weekend
The overhead console computer says I am getting around 10.5 miles a gallon.
I do have the latest flash installed, did this a week ago, and they checked the injectors and what not. Everything appeared fine. I do know that my y pipe has a crack in it (can hear the whistling and smell the exhaust (next Saturday's project). On cold morning's it is still a bit rough (30 degrees), but once it is warm you can't even feel it idle.
Should I be getting better mileage and if so, what is causing this low mileage? Most of my driving is short distance, but even when we take it for a day trip on the highway it hover around there.
You need to hand calculate over a few tanks, don't trust the overhead lie-o-meter. Also, do you have stock tires or larger? With a 4" lift and 35s I get 11.5mpg in town and 16.5mpg on the highway running 65mph.

I'm actually getting better with that same set up, 14-15 city and 19-22 hwy
285 what? 285/75/16? 285/75/18? There's lots of 285s. Anyway, your best bet would be to hand calculate your mileage over a few tanks and scale it for your larger tires.
So, say 100 gallons, 1500 miles (from odometer), 285/75/16 tires (3.7% larger than stock):
