When pulling a heavy load at highway speeds, going up hill, I hear a fluttering noise. Do the 7.3's have a pop off valve on the turbo. If so, does this mean that it is weak or bad?
No, there is no pop off valve. What you are hearing is turbo surge caused by excessive drive pressure. Its not going to do any real major damage in the short-term, but over the long term it can cause damage eventually. A few things you can do:
1. Take your foot out of it
2. Install a "wicked wheel" compressor wheel... this wheel comes standard in early 99 and 94.5-97 Power Strokes (cheap fix, but it moves less air)
3. Install a ported shroud compressor housing (more expensive, but a better solution IMO)
