02 Turbo question

No, there is no pop off valve. What you are hearing is turbo surge caused by excessive drive pressure. Its not going to do any real major damage in the short-term, but over the long term it can cause damage eventually. A few things you can do:
1. Take your foot out of it
2. Install a "wicked wheel" compressor wheel... this wheel comes standard in early 99 and 94.5-97 Power Strokes (cheap fix, but it moves less air)
3. Install a ported shroud compressor housing (more expensive, but a better solution IMO)
Come on down to the 99-03 7.3L PSD forums and dig around, there is a ton of info on this subject. You'll also get more responses to questions like this in that forum also. Welcome to FTE, you are now required to show us pictures of your truck and tell us what (if any) modifications you have done
