Fuel gauge problem

Fuel gauge problem
In my 89 F150 300 straight 6 the fuel gauge sits right on the red E line.
When you turn the key off, the guage goes back to exatlly 1/4. But as soon you put the key on and start, the guage goes back down to E empty line. No matter what's the level of gas in the tank?
Any ideas?
