problem with 7.3 turbo???

my truck seems to be real sluggish when its cold, it acts like its got half power and i can hear what sounds like air (blow off valve) ? comming from under the hood. when i give it more throttle the truck takes right off. it seems like its not warming up enough. even after the truck warms up at 30 mph city driving it gets real sluggish like it wants to die and i hear air from the engine i give it gas and it takes right off. anyone have any ideas

Sticky EBPV or bad EBP Sensor/clogged tube. Either way, it will cause the EBPV to be closed when it shouldn't be.

i was just reading about the ebpv, can it be unplugged? and where is it located? thanks

It sure can. It's the plug on the front of the pedestal, way down low in there. Here's a pic. See that white plug on the pedestal on the right side of the pic? That'd be it:
