Ford Ranger code P0135

Hello
I posted this problem back in 2003. I know more about the problem today so maybe I can get some help.
I have a 2000 ford ranger with 4 cylinder engine. The computer is EEC-V.I have the code P0135..O2sensor heater ground.
I measure the voltage on pin 95 of the PCM and get 12 volts at startup. After the engine has ran for 1.5 to 2 minutes the pin goes to ground and reads about .457 volts. I believe the problem may be that the computer is slow to turn the heater on on that sensor, but I don't know why. The truck seems to run good other then the mil light on.
Any help would be appreciated

Here's a link I found. I would check the wiring, and if you didn't want to spend the money, possibly you could swap the oxygen sensor with the other sensor in the opposite bank, and see if the problem moves.
