Carter carb ???

I need some help w/ my Carter 750. I used to live and run the truck at a much higher and more temperate climate and now that I'm at sea level and cold as crap I cant get it to pass a smog inspection. Heres the details; 1970 429 cid installed in a '74 3/4 4x4. Old climate was seldom below 15 degrees fahrenheit and btween 2600 and 4100 feet elevation. New climate is sea level (Anchorage AK) and seldom above 10 degrees at the highest. Engine ran great at the old climate but the smog inspection shop here failed it for running way too rich. I have also fuel-fouled some plugs here and the truck just doesnt have the big block snort it used to, kinda falls on its face if you nail it hard. I had just rebuilt the engine before I moved so it is in very good mechanical shape. What I need is for some advice on baseline jet/metering rod settings for here at sealevel, maybe some help in the float area too. I have ordered and recieved a "strip kit" from Carter with lots of jets/rods and have the carb off the truck so if you can help me set this thing up right I would really appreciate it. Thanks
