A buddy of mine has a '97 Explorer, AWD, 5.0L, 178k miles. The thing in any road condition kicks in the ABS for like the last 10 feet when coming to a stop. If that makes any sense. You can hear the module kick in, the pedal goes soft, and the ABS light comes on just as if you were on ice. It's not when you begin braking, but rather when you are almost to a complete stop. He has gone through the brakes. He replaced the Master cylinder and completely bled and changed fluid this weekend. HE thought it might be the master cylinder, I didn't think so. The rear speed sensors just above the pinion are known common failure points. If you want to possibly save some money, find someone with a scan tool that can access the ABS codes and find out what code is set. The ABS light would not normally come on during ABS activation so it sounds like the ABS system recognizes an issue.
